Yes! I have been using powertop since quite a bit now. My machine is a Dell Vostro 1400 running Hardy and it does seem to make a certain difference in the battery life.
I have the powertop recommendations in a startup script which is rather nifty than executing them each time by running PowerTop.

If you have a Nvidia card (which takes a significant share for processor-wakeups) you could also take a look at these tips -
