Linux is a true multiuser system. All processes running as the other
user should continue running like normal.

Note, though, that the usual caveats still apply. If this is a laptop
and you have a download started as user A, and you're in user B and
suspend the machine, the downloads will all be interrupted. This will
happen simply by closing the lid, provided that user B is configured to
suspend when the lid is closed.
